Overview of Division


Health Care Financing Division in RRC NE started functioning with effect from March 2017. The basic objectives of the division are intermediate and instrumental to the broad health system goals: (i) promoting equitable use and provision of services relative to the need for such services; (ii) improving the transparency of the system and its accountability to the population; (iii) promoting quality in service delivery and (iv) improving efficiency in the organization and delivery of health services and in the health administration.

The government health sector in India has been on a reforming path since 2005, with substantial infusion of central government funds under the National Rural Health Mission (NRHM). Subsequently, NRHM was subsumed under an umbrella initiative called National Health Mission (NHM) along with the National Urban Health Mission (NUHM) as a sub-set of the NHM. It was decided to increase public financing of health care from 1 percent to 2-3 percent of GDP by 2012.

Universal Health Coverage (UHC) means that all people in a society are able to avail the health services that they need, the services should be of high-quality, without fear of landing into severe financial hardship while paying for the availed services. As Healthcare financing deals with generation, allocation and use of financial resources in the health system and increasingly being recognized as an area of major policy relevance to achieve Universal Health Coverage (UHC). Understanding the country's healthcare financing system allows to recognize current finances available for health, ways to raise more funds for health, mechanisms to efficiently and equitably allocate, purchase and spend finances to improve access to health services and reduce out of pocket expenditures that lead to catastrophe and impoverishment. UHC has become a major policy priority in many countries, and a significant and growing focus of attention at the international level, forming one of the targets of Sustainable Development Goal 3.

The Healthcare Financing Division supports evidence based policy making and implementation support to State Governments in the area of healthcare financing with a focus on: Health Accounts; Report and monitor health financing indicators to achieve targets of National Health Policy 2017, Sustainable Development Goals and Universal Health Coverage along with inputs for Policy reforms.
